Joseph El Assad is the Acting President and Director General of the Lebanese Center for Energy Conservation (LCEC), having assumed this role in early 2025. From 2011 to 2019, he served as Advisor to Lebanon’s Minister of Energy and Water, while concurrently advising LCEC on engineering and planning. In 2012, he was appointed Vice Chairman of the World Energy Council’s Lebanon Committee, and in 2019 he became Dean of the School of Engineering at the Holy Spirit University of Kaslik (USEK). Between 2022 and 2024, he held the post of Lead Energy Advisor in the League of Arab States’ Energy Department in Cairo.

A seasoned consultant for international agencies—including KfW, UN-ESCWA, UN-ECE, GIZ, the World Bank, IRENA, and various EU-funded programs—he has spearheaded major renewable energy and efficiency initiatives and policy frameworks. His contributions include Lebanon’s National Energy Efficiency Action Plan II, the National Renewable Energy Action Plan 2016–2020, Renewable Readiness Assessments for Lebanon, Sudan, and Iraq, and the Pan-Arab Hydrogen Strategy.
